Romans tended to invade they assimilate the culture. So rather then try and convert everyone to their gods, they basicly did the reverse, they said 'ah my sonny Jim, that god over there you follow is the same as our god except he has a thing for togas, we believe in the same thing, are we not the same?'.
And the locals went something like 'yeah I suppose'.
